A 15‐year‐old female, identified herein as Victim, is the subject of the report. Victim [NAME REDACTED], Sherburne County, Minnesota. Victim’s mother, Witness 1, reported locating explicit messages between Victim [NAME REDACTED], identified by law enforcement as Richard Lee Judy, [DOB REDACTED] and referred herein as Defendant. Victim [NAME REDACTED], where she disclosed talking with an adult male she knew as “Rick” on a social media application called Monkey. Victim [NAME REDACTED] said things such as, “I’m such a pedophile”; “I love teenagers”; and “I sent a 16‐year‐old $200.” Victim [NAME REDACTED], “You are going to destroy my life.” Rick knew she was 15 years old and offered to pay her money for photographs.
Victim said at that point they switched over to using Instagram, and their conversation became very sexual. Victim acknowledged sending several photos to Rick. In exchange, Rick sent her nude photographs and videos of himself masturbating. The data from Victim’s electronic devices was forensically extracted and reviewed. Several nude photographs of Defendant were located, as well as several photographs of Victim [NAME REDACTED] at various levels of undress. Investigator Gatzke completed a search warrant to Meta, who returned message conversation between Victim [NAME REDACTED]. The conversation begins on January 25, 2025, where Victim and Defendant discuss payment for photographs.
The following day, Defendant messaged Victim, “I am a crossdressing pedophile loser who is obsessed with minors asses. You have every right to expose me as a pedophile and ruin my life. Seriously. I’m eager to send you $$$ for sure. Can you do me a favor? Can you show me that perfect round ass?” Victim responded with a photograph. Defendant responded, “I promise I’ll give you some $$$.” Later, his messages became more explicit and described sexual acts, including, “I want to make you cum with my mouth”; and “Mhhhh.
I love that you’re such a bad b**** during the day but at night you want ti suck my cock and sit on my face and let me leave marks all over your soft skin.” Defendant made further acknowledgment in the messages of knowing Victim’s age. He identified, “I want that young teen ass so bad”; “I truly am a pedophile huh?” Victim responded, “No s***. I’m in 9th grade”. Defendant then responded, “I’m gonna cum.” Defendant’s last message to Victim, sent on February 6, 2025, identified, “Well I’m a 30 year old who is completely obsessed and weak for a 15 year old girl.” Victim [NAME REDACTED] was aware of the report to law enforcement.
Assistance was obtained from the local law enforcement agency where Defendant resides in Arkansas. Defendant’s devices had been factory reset and no incriminating information was located. Defendant declined to give a statement to law enforcement. PLEASE TAKE NOTICE: Pursuant to Minn.
