On April 2, 2026, at approximately 11:14 P.M., Saint Paul Officer Judd stopped a red Chevrolet Tahoe as it was leaving the Holiday Gas Station, [ADDRESS REDACTED], Saint Paul, County of Ramsey, for failing to stop before the sidewalk. DP was the driver of the vehicle. KELLI JO BLACK, [DOB REDACTED], was the front passenger. BLACK said they were visiting her friend, and pointed to another male passenger in the back seat. Officer Judd observed a crushed Modelo beer can on the floor behind the back right corner of the driver’s seat.
DP said he had not been drinking. He said the vehicle belonged to him. The can had been in the vehicle for a while, but did not belong to him. Officer Judd did not observed signs of impairment from DP. BLACK and the other male passenger were asked to exit the vehicle. The vehicle was searched. BLACK became increasingly more nervous as officers searched near her items in the front passenger seat. She said there was only weed in her items and told the officers they could “open it.” When asked if there was any more weed in the vehicle, BLACK said there was a jar in her purse in the original packaging, but the seal was broken.
When asked if there were other drugs in the car, BLACK said, “Not that I know of” and “I don’t think so.” Officer Glover assisted in searching the vehicle. Officer Glover located a bag with marijuana. Inside BLACK’s purse( located in the feet area of the front passenger seat), Officer Glover found a red straw and a clear plastic bag with a powdery substance. The purse also had cards, social security in BLACK’s name, and her driver’s license. Officer Gallatin conducted presumptive tests of suspected drugs.
