M., Winona Police Officer(s) (Officer) were dispatched to a traffic complaint located near 3rd Street and Market Street, City and County of Winona, Minnesota. The caller reported a truck had just hit several parked cars and was now headed westbound on 6th Street from Market Street. A second caller reported the truck was headed southbound on Market Street. Officer responded to the area of 3rd Street and Market Street. As Officer was turning southbound on 3rd Street, he noticed car part debris scattered in the roadway.
Officer then proceeded south on Market Street and discovered a fluid trail that continued down Market Street. After following the fluid trail for multiple blocks, Officer discovered a silver GMC Sierra truck off the roadway on the south side of 7th Street. The truck appeared to have possibly hit the building. Officer approached the truck. Officer noted there were no occupants around, the truck was running, the driver’s side door was opened, and the airbag had deployed. Officer also detected a strong odor of a consumed alcoholic beverage emitting from the cab of the truck.
Officer searched the immediate area for the driver but did not locate anyone. While the Officer was completing the impound form and requesting a tow, he heard a man’s voice come from the rear of his squad car. The man was identified as Jace Jeffrey Eggert, [DOB REDACTED] (Defendant). As Defendant walked towards Officer, Defendant stated he would put his hands up and stated he would do whatever he needed to do. Defendant further stated, “I don’t want to do more than anything that I have already done.” “I am going to be honest with you; I’m drunk as f*** right now and I do not know what’s going on right now.
I am drunk as f***, that’s all I know;” “You should take me to jail right now.” Officer observed Defendant to have poor balance, slurred speech, a strong odor of consumed alcoholic beverage emitting from his person, and he was missing his shoes. Defendant was unable to tell Officer where his shoes were located. Officer asked Defendant how many intoxicating beverages he had consumed and Defendant responded, “Ten.” Defendant admitted to being the owner of the silver GMC truck. Defendant stated he was the only occupant in the truck and that he was fine.
Defendant reported he was unsure how he got there but stated he had been trying to meet a nice girl. Defendant stated they went to a local bar and had a few drinks. Defendant reported he didn’t think he should have been driving tonight. Defendant told Officers he couldn’t remember a crash or hitting any cars. The Officer had Defendant step to the front of his squad and conducted Standardized 3 ••-CR-••-•••• Filed in District Court State of Minnesota 12/4/2025 Field Sobriety Testing (SFST). Officer conducted the Horizontal Gaze Nystagmus (HGN) test, and Defendant had lack of smooth pursuit in both eyes; distinct and sustained nystagmus at maximum deviation in both eyes; and nystagmus prior to 45 degrees in both eyes.
