That on September 16, 2025, at approximately 8:09PM, Bloomington Police responded to Five Below (7971 Southtown Ctr, Bloomington, Hennepin County, Minnesota) on a report for shoplifting. Police were advised that a black female had placed concealed merchandise, but placed all the concealed items down and left the store. Officers eventually found the suspect in the area of American Blvd/Penn Ave. The female suspect, later ID'd as Fatima Jamal Tifow (03-02-1999), admitted that she had been putting Five Below merchandise into a bag at Five Below but stated that she did not take anything and left all the items inside of the store.
The officer attempted to identify Tifow, however she claimed she did not have any type of identification on her. Tifow provided the officer with a name verbally of Amina Ahmed (01-01-2000). The officer asked Tifow multiple times if that was her real name as providing me with a false name would be a crime. Tifow stated that it was, however she started getting jittery and kept looking around and trying to walk away. Tifow then realized that her friend she was with was no longer with her and she started yelling out "Amina" repeatedly.
She then stated that both her and her friend are named Amina. Based on Tifow's behavior, the believed that she had provided me with a false name. Once the officer received the DVS photo of Amina Ahmed, he was able to confirm that Tifow had given a false name of another person as the photo did not match her. Tifow was searched incident to arrest and officers located several drug paraphernalia items in her pocket including a hypodermic needle and multiple tin foil pieces with burn marks on them. There was also a small baggie containing a white powdery substance.
Bloomington policeweighed and tested the suspected narcotics found in this case which they obtained from the Bloomington Police narcotics evidence lockers. The evidence was properly sealed upon inspection and the results are as follows: Item 1 - 0.13 grams without packaging, + NIK Fentanyl. Based on the above, your complainant states that on September 16, 2025, within the corporate limits of the City of Bloomington, Hennepin County, State of Minnesota, Fatima Jamal Tifow, then and there being, did violate the above-listed provisions.
