Complainant is Maple Grove Police Department Detective Jon Bueckers. Complainant states that on October 29, 2025, at approximately 12:23am, officers conducted a traffic stop in the area of Hemlock Lane North in the city of Maple Grove, Hennepin County, Minnesota, due to observing the vehicle cross over multiple lanes of traffic in an intersection. Upon contact with the driver, identified as JANICE DOLORES MOHR [DOB REDACTED], officers detected the odor of alcohol coming from the vehicle. Officers observed MOHR's eyes were bloodshot, glassy, and watery, and her speech was slurred.
When asked for her license and proof of insurance, MOHR was slow and exaggerated, needed multiple reminders, and and officers continued to smell the strong odor of alcohol as they continued to interact. Officers requested MOHR exit the vehicle to participate in Standardized Field Sobriety Tests (STSFs). During HGN, officers observed MOHR had lack of smooth pursuit, distinct and sustained nystagmus at maximum deviation, onset of nystagmus prior to 45 degree angle, and vertical nystagmus present in both eyes.
During the walk and turn test, MOHR stepped off the line and put her arms out for balance during the instruction phase, stepped off the line to maintain balance, made an improper turn, and did not touch heel to toe despite instructions to do so. MOHR did not cooperate with the PBT, so one was not obtained. MOHR was placed under arrest and was transported to the Maple Grove Police Department where she was read a Breath Test Advisory. MOHR provided a DMT sample of.11 BAC at 2:33am. MOHR has a previous qualifying DWI event from February of 2022.
