The Complainant having reviewed the applicable reports believes the following facts to be true: On July 31, 2025, at approximately 9:11 P.M. Law enforcement was dispatched to a report of a property damage crash at Dale Street and Larpenteur Avenue in Saint Paul, Ramsey County, Minnesota. They were eventually able to discover that the vehicle at fault in the crash was a White Chevrolet Equinox with MN license plate number SEP393. Officers had the driver of the Equinox seated on the curb. The driver was identified as Javier Alfonso De Jesus Teteltitla, born on [DOB REDACTED], with a driver’s license number 2GNFLGEK0C6126222, Defendant herein.
The trooper observed Defendant had bloodshot/watery eyes and a faint odor of alcoholic beverage. Defendant performed poorly on field sobriety tests and failed a preliminary breath test. He was initially transported to Ramsey County jail for a breath test, but there were technological issues affecting their ability to use a translator to address Defendant's rights, so Defendant was instead transported to Regions Hospital for a blood draw. After a rights advisory, Defendant’s blood was drawn at 10:51 PM. Analysis of the blood draw revealed an alcohol concentration of.15.
