On March 15, 2025, at approximately 5:50 A.M., Saint Paul Officers responded to the 800 block of Mount Curve Boulevard, Saint Paul, County of Ramsey, on multiple 911 calls. Officers arrived to the building and met staff member, MDB. MDB pointed to LUSHION LEVON CHAPPELL, [DOB REDACTED], who was sitting on a chair in the lobby. MDB said CHAPPELL and TS went downstairs about ten minutes before the incident, and were arguing. CHAPPELL accused TS of having his apartment key and entering his unit while he was sleeping.
TS said she did not have CHAPPELL’s key. MDB separated them and sent them to their respective floors one at a time. Approximately ten minutes later, CHAPPELL returned and wanted to use the front desk phone to call police. CHAPPELL became irate while on the phone and ripped the cord out of the wall. He picked up a metal chair and said, “Shut up, bitch, or I’m going to hit you with this chair.” MDB said she understood CHAPPELL was having mental health issues. He said, “Shut the fuck up, bitch,” “I’ll hit/beat you,” and “I’ll kill you.” MDB was afraid for herself.
She stepped back from the desk and moved away from CHAPPELL. He put the chair down, went to the desk, pushed over the attached computer monitors, and pulled some cords out of the wall. CHAPPELL grabbed MDB’s MacBook and ran outside. MDB followed him out of the building and continued to try to calm him down. CHAPPELL went back inside the building. One half of MDB's was on the floor near the desk. She looked for the other half of her laptop outside, but did not find it. MDB’s MacBook was given to her by her other job and she would have to pay to replace it.
MDB estimated to the cost to replace the computer at over $1,000. Two laptops were damaged-a silver MacBook Pro (MBD’s) and a black Lenovo ThinkPad. DB said he was seated in the lobby when CHAPPELL and TS went downstairs arguing. Later, CHAPPELL returned and the staff member allowed him to use the phone. CHAPPELL started ripping computers up and throwing things. CHAPPELL lifted the chair over his head and threatened MDB. CHAPPELL took MDB’s laptop outside and threw it. CHAPPELL went back inside, picked up the second laptop, and threw that one.
At the jail, CHAPPELL spoke to an officer. He said he and TS were in a relationship that ended three months prior. He was upset because TS took his keys and kept using them to enter his apartment without permission. CHAPPELL said TS stole his keys and staff was not helping him with the issue. He went downstairs to report TS to staff. He was upset because they would not help him. When asked what happened next, CHAPPELL started crying. He said he was done talking and wanted a lawyer.
