On 3/31/2026 at about 19:00 hours, a St. Paul Police Officer was patrolling near 7th St W and 6th St W in St. Paul, Ramsey County. The officer saw a Metro Transit bus change lanes and heard the bus honk at an electric bicycle that was riding in the lane the bus was trying to change into. The Officer was riding a Trikke (a three-wheeled pedalless personal vehicle) and initiated the Trikke’s emergency lights and siren to get the biker's attention. The biker, later identified as Randal Lever HAMMOND (DOB/1977-10-04), did not stop.
As the officer tried to catch up, HAMMOND rode several blocks, rode between a parked car and a car driving on St. Peter St., and then rode onto a sidewalk at 5th St E and Cedar St. He continued onto Cedar St where he got off the bike and began entering a building at [ADDRESS REDACTED]. The Officer detained HAMMOND and explained why he was being stopped. HAMMOND had active warrants. One warrant was for a probation violation for Possessing Ammo/Firearm (62CR232961) and the other was for Domestic Assault (62CR257646). HAMMOND was also non-compliant on his predatory offender status.
During a search incident to arrest, police found a knife in HAMMOND’s right front pocket and a clear plastic container containing suspected narcotics in his left chest pocket. The substance in the container later field tested positive for both fentanyl and cocaine with a net weight of 5.2 grams. HAMMOND is a risk level 2 predatory offender. He is required by law, to register with the BCA due to a Pine County conviction for Criminal Sexual Conduct -1st Deg-Under the age of 13. HAMMOND began registering with the MN BCA on 07/13/2006 but was convicted of other crimes which reset his registration date to 10/12/2017. HAMMOND is a lifetime registrant and only registered in Minnesota.
HAMMOND absconded from supervision, has been noncompliant for more than 5 months, and his whereabouts have been unknown. HAMMOND'S current primary address is Homeless in St. Paul. He does not have a registered secondary address. HAMMOND is required to check in with the St. Paul Police POR unit every week. He completed his last check-in on 10/08/2025 and has not checked in since. On 10/29/2025 HAMMOND'S Supervising Agent filled out a Change of Status saying HAMMOND had absconded from supervision.
HAMMONDS'S BCA documents include: 1) his original POR Duty to Register Forms that he signed on 07/13/2006 and 2) an additional Duty to Register Form signed on 07/27/2025. These documents require that HAMMOND 1) supply requested data within ten days of receipt and 2) register any changes to his primary address at least five days prior to moving. If the five-day notice is not available, he must report the change immediately. 3) report to law enforcement within 24 hours after leaving his primary address, if homeless.
Furthermore, if homeless, HAMMOND must complete weekly check-ins with law enforcement until a primary residence is established. 4) register any address where he stays overnight on a regular occasional basis when he is not staying at their primary address, within five days of the change. HAMMOND is not in compliance with MN BCA POR requirements for the following reasons: 1. Failure to register a primary address, where he would be residing, at least five days prior or within 24 hours, if homeless. HAMMOND has been homeless in St. Paul for over 2 years and completed several required homeless check-ins until 10/29/2025 when he stopped checking in. 2. HAMMOND has not completed his required weekly check-in since 10/29/2025. HAMMOND has not completed a Change of Information and has not completed a weekly check-in thereafter.
