On March 29, 2026, around 2339 hours, police responded to the area of Hwy 100/County Road 81 in Robbinsdale, Hennepin County, Minnesota, for the report of a female on the side of the road in distress. While in route, dispatch received a 911 call from a nearby Papa Murphys stating a female just arrived requesting help. Upon arrival, Officers met with the Victim [NAME REDACTED] was just assaulted and choked by her boyfriend, PANG LEE HERR [DOB REDACTED], Defendant herein. Victim was crying and Officers noticed red marks and smeared blood on her face.
According to the Victim, [NAME REDACTED] had been in a relationship for approximately a year and a half. That evening, she was driving Defendant to visit a family member when he began to yell and call her names. She pulled over and asked him to get out of the car. He refused to exit the vehicle, so she started recording him on her phone. This enraged Defendant even more and he grabbed her phone and began to strike her repeatedly in the head and face while choking her with one hand wrapped around her neck.
The Victim [NAME REDACTED] was applying so much pressure to her neck that it was hard to breathe or scream. She eventually escaped the car and tried to flag down passing drivers. Defendant left the vehicle and began walking northbound on Hwy 100. Officers located an unserved Harassment Restraining Order between the two listing the Victim [NAME REDACTED]. The HRO detailed many historical allegations of domestic abuse. Due to the nature of the allegations, the State requests a warrant issue to protect public and victim safety and ensure Defendant’s appearance in court.
