On or about November 30, 2025 at approximately 5:59 PM, Office Skar of the Woodbury Police Department conducted a traffic stop in the area of Interstate 94 and Century Ave in the City of Woodbury, Washington County, Minnesota. Prior to initiating the stop, the officer observed a Toyota Prius fail to maintain its lane and swerve back and forth in its own lane. The officer also observed that the vehicle's license plate was hanging low on its right side and was not displayed horizontally. The officer stopped the vehicle and identified the driver as MICHAEL DAVID ST AUBIN [DOB REDACTED], Defendant herein.
Upon contact, the officer observed Defendant in the driver's seat and an adult male in the passenger seat. The officer detected the odor of an alcoholic beverage emitting from the vehicle. Defendant denied consuming alcohol or being under the influence of any drugs. The passenger advised he had consumed alcohol. The officer observed that Defendant's pupils were significantly more constricted than the passenger's in the same lighting conditions. The officer administered standardized field sobriety tests, during which Defendant performed poorly.
The officer observed that Defendant started early multiple times and lost his balance multiple times during the Walk and Turn test. During the One Leg Stand test, Defendant swayed, used his arms for balance, and put his foot down. Defendant agreed to submit to a PBT, which yielded a sample of 0.000. During the Modified Romberg test, Defendant estimated the passage of 30 seconds in approximately 12 seconds. Defendant's eyelids were also fluttering during this time. Defendant was placed under arrest.
Law enforcement obtained a search warrant for a fluid sample from Defendant. Defendant was advised that refusal is an additional crime. Defendant refused to provide a fluid sample. Defendant was then transported to the Washington County Jail. A review of Defendant's criminal history does not show any prior qualified impaired driving convictions.
