On November 1, 2025, at approximately 11:40 A.M., officers with the Waite Park Police Department were dispatched to a report of a potentially impaired driver on the 2000 block of Frontage Road in the city of Waite Park, county of Stearns, state of Minnesota. A complainant reported that a vehicle was driving recklessly and was speeding. The complainant reported that the vehicle stopped in a parking lot and the driver, a Latino male, exited the vehicle and urinated. The driver then reentered the vehicle, drove through a ditch and continued eastbound on County Road 75. The vehicle then struck another vehicle and left the scene.
The vehicle was described as a grey Ford Fusion with temporary registration. Sergeant Jeffrey Eggert responded to the location and located a vehicle matching the complainant's description on Highway 23 near 36th Avenue. Sergeant Eggert stopped the vehicle on Highway 23 in the city of Waite Park, county of Stearns, state of Minnesota. When Sergeant Eggert approached the vehicle, the driver was sitting in the passenger seat. The driver matched the description provided by the complainant. Sergeant Eggert identified the driver as ALEXIS CHAVEZ-SEBASTIAN, [DOB REDACTED], the defendant herein.
The defendant stated that he wasn't driving the vehicle and asked what happened to his car. Sergeant Eggert observed that the defendant had bloodshot eyes and could detect an odor of an alcoholic beverage coming from the defendant. Sergeant Eggert asked the defendant to perform field sobriety tests and the defendant refused. The defendant also refused to provide a preliminary breath test sample. Sergeant Eggert placed the defendant under arrest and searched the defendant's vehicle. Inside of the vehicle, officers located a THC vape device, empty and full cans of Cayman Jack Margarita on the passenger floorboard, and a clear plastic bag containing suspected marijuana on the floor behind the driver's seat.
Officers spoke with M. M. W. (an adult female fully identified in the police reports) who was the driver of the vehicle that had been struck. M. M. W. Was experiencing chest pain and an ambulance was called to evaluate her. Her vehicle had extensive damage to the back passenger door. Officers observed red marks on M. M. W.'s chest that they believed were caused from the vehicle's seat belt. Sergeant Eggert brought the defendant to the Waite Park Police Department and obtained a search warrant for a blood draw.
The defendant refused to submit to a blood draw or provide a urine sample. Sergeant Eggert transported the defendant to the Stearns County Jail. While Sergeant Eggert transported the defendant, the defendant called Sergeant Eggert "a dick" and then urinated in the back of Sergeant Eggert's squad vehicle. A check of the defendant's criminal history and [DL# REDACTED] revealed that he had a prior impaired driving conviction from May 5, 2025, as set forth in Wright County District Court file number 86-CR-24- 2909 and that he has two prior impaired driving-related losses of license from August 16, 2024 and April 7, 2025. Complainant has reason to believe and does believe that all of the above information is true and correct.
