Jamie Urrabazo [DOB REDACTED](hereinafter "Defendant") is a person who is required to register as a predatory offender in the State of Minnesota due to a conviction for First Degree Criminal Sexual Conduct from November 4, 2004 in Clay County, MN. In January of 2026, Defendant was registered as a homeless offender. On January 29, 2026, Lt. M. Detloff of the Moorhead Police Department was notified that Defendant had not been in to the Moorhead Police Department since January 13, 2026. Homeless offenders in the City of Moorhead are required to complete weekly check-ins at the police department.
Defendant was also listed as non-compliant with the Minnesota Bureau of Criminal Apprehension (BCA) as he had not returned his verification packet to the BCA. Defendant's last check in with MPD was on January 13, 2026. On January 20, 2026, MPD received a phone call from Defendant, who indicated he was currently at Prairie St. John's in Fargo, ND and would not be coming in for his scheduled check in. Defendant was told if he was not released by January 22, 2026, he was to call MPD to discuss how to go forward with registration. Defendant agreed to the arrangement. As of January 30, 2026, Defendant had not called to report where he was currently staying, nor had he come into MPD to complete his check in paperwork. Attempts to reach Defendant at his listed phone number have been unsuccessful. Defendant lists on his paperwork that he stays from "44th Ave to 30th Ave to the river." Law enforcement has had multiple conversations with Defendant regarding providing as much specificity as possible as to where he is staying but he continues to list a wide area.
On February 2, 2026, Defendant was arrested by the Dilworth Police Department pursuant to an active misdemeanor domestic assault warrant. A search of Defendant's criminal history shows a conviction for Failure to Register as a Predatory Offender in Clay County, MN from February 14, 2019 and a conviction for Failure to Register as an Offender from Cass County, ND from May 15, 2023.
