Your complainant is an Officer with the Owatonna Police Department. Investigation has revealed that on August 18, 2025, Officer Bowman responded to Lowe's, 1280 - 21st Avenue NW, in the City of Owatonna, Steele County, Minnesota, for a past action theft. Officer Bowman made contact with the reporting party, J. W. W., asset protection agent with Lowe's. J. W. W. Stated on August 14, 2025, at 7:51 P.M. A male entered the store and selected a Husqvarna chainsaw and two Metabo framing nail guns. The male walked out the entrance without paying for the property.
The male left the parking lot in a Buick LeSabre bearing Minnesota license SKL655. Officer Bowman conducted a DVS check of the vehicle and discovered it was registered to S. T. E. S. T. E. Had an address in Rochester. Officer Bowman made contact with the Rochester Police Department who advised that S. T. E.'s vehicle was involved in other thefts in Rochester. Officer Bowman distributed the suspect photos throughout the Owatonna Police Department. Det. Berg reviewed the photos and believed it bared a striking resemblance to Jesse James Devlaeminck, [DOB REDACTED]. Det.
Berg knowing Devlaeminck is/was active in the Rochester area, he contacted Sgt. Schlag with the Rochester Police-Intel Unit who confirmed Det. Berg's identification. Additionally Sgt Schlag provided Det. Berg with a booking photograph and corresponding tattoo that matches Devlaeminck in the Lowe's store surveillance. The amount of theft is approximately $1,327.99, consisting of: -20 inch chainsaw with a value of $589.00 -2 framing nail guns each with a value of $369.00 PLEASE TAKE NOTICE: Pursuant to Minn.
