On April 29, 2026, at approximately 6:48 P.M., police responded to the area near [address omitted] West, St. Paul, Ramsey County, Minnesota, on a report of an argument and shots fired. Police spoke with witnesses, who reported seeing an altercation where a shooter fired three shots and directed police to the general location of the altercation. Police were unable to locate any casings. A witness, SMC, told police that he was walking by O’Reilly Auto Parts when he saw a vehicle driving south on View Street with a passenger yelling out the window.
The vehicle pulled over in front of O’Reilly and the passenger exited the vehicle “flexing” with his fist and yelling that he could stop and talk to his nephew whenever he wanted to. SMC began walking away then heard shots fired. SMC reported that he did not see who was shooting as he turned to walk away after he saw the group yelling. Another witness, RJC, told police that a male argued with another male then the suspect pulled out a pistol and fired several rounds at the other male. Witnesses told police that the shooter walked westbound in the alley behind 7XX Armstrong Avenue and went between the two garages.
Police observed one of the garage doors to be slightly ajar, but they did not locate anyone inside the garage. The homeowner, later identified as AP-B, told police he was returning home from church and locked the garage door prior to leaving. LJP approached police and reported that she thinks her daughter might be involved. LJP was at 7XX Armstrong to pick her up grandsons. Later over the phone, LJP told police that she received a call from her grandsons’ father, BVW, to pick up her grandsons at 7XX Armstrong, which is her ex-husband’s (AP-B) residence.
LJP reported that she shares custody of the boys with her daughter, BMP, and she only allows BMP to have them at the Armstrong Avenue residence because she does not trust them to be at BMP’s residence. LJP reported that BVW told her that one of his family members was shot at by BMP’s boyfriend. LJP said BMP was walking back from the gas station with her sons and her boyfriend, LEROY CLIFFORD EDWARDS – [DOB redacted]. BVM told LJP that a family member of his was trying to speak with the boys then EDWARDS argued with and shot at his family member.
LJP also mentioned that EDWARDS is abusive to BMP and has assaulted her several times in the past. LJP reported that EDWARDS is on parole from Arizona but transferred his supervision to Minnesota. Through investigation, police identified the shooting victim as TKW-H, the brother of BVW. TKW-H initially denied being shot at. Eventually TKW-H told police that he went to O’Reilly to purchase something when he saw his nephews. TKW-H initially drove by his nephews, who were with BMP and a male that he did not know, and continued down the block.
