Complainant is Maple Grove Police Department Detective Jon Bueckers. Complainant states that on May 13, 2025, officers responded to the Target in the city of Maple Grove, Hennepin County, regarding a report of a theft. The reporting party, Target loss prevention officer D. Bosshart advised that a male wearing a black jacket and shirt with glasses grabbed two children's items and left the store without paying. The total value of the items was $414.27. The male got into a vehicle with license plate LGN*** and left towards highway 610. Officers ran in inquiry of the license plate and found it belonged to Abdul-Karim Tel.
Tel's DVS photograph did not match the appearance of the male captured by Target's video surveillance. An inquiry of known associates of Tel revealed a known associate of NASEEM ABDUL TEL [DOB REDACTED]. Officers reviewed known photographs of TEL and observed that he matched the person in the Target video surveillance. D. Bosshart provided officers with previous contacts with TEL, one from December 14, 2024, where TEL runs away from Target loss prevention and gets into the same vehicle with license plate LGN***. Investigators then went to TEL's residence but were unable to make contact and left a card.
TEL called investigators back and stated that he did not remember what he was doing on May 13, 2025. When asked about the vehicle involved, TEL stated it was his father's vehicle and it is a family car. On October 29, 2025, investigators reached out to a previous victim in TEL's felony Theft by Swindle case ••-CR-••-•••• and ••-CR-••-••••. Investigators then spoke with J. S., who advised he has known TEL for 20 years and he was able to positively identify TEL in a still photograph that was captured from the Target video surveillance of the May 13, 2025, theft.
