In the early morning on October 19, 2025, Officer Colin Johnson from the Mankato Department of Public Safety made contact with the driver and passenger of a vehicle in the City of Mankato after a random license-plate check revealed the vehicle bore an incorrect license plate number and the registered owner of the vehicle had a revoked driver's license. Because the driver appeared he was going to flee, Johnson decided to place the driver in handcuffs. At this time, the female passenger approached Officer Johnson, making it difficult for Johnson to focus on placing the handcuffs.
It appeared to Johnson the female was intoxicated, and though Johnson instructed the passenger to stay where she was, she began to walk away. Johnson requested assistance from other officers and Officers Strong and Cook responded. Officer Strong made contact with the female and told her to stop because she was being detained, but she walked away. Strong approached the female and took hold of her arm. In response, the female pulled away. Strong smelled a strong odor of alcohol on the female’s breath.
Officer Cook arrived and assisted Strong with escorting the female toward Cook’s squad car. Strong tried to place the female in handcuffs and the female grabbed onto the handcuffs and refused to let go of them, preventing her detention. Officers commanded her to let go of the handcuffs. Officer Strong pulled out his Taser. After the female let go of the handcuffs, she slammed her fist onto the hood of Cook’s squad car three times. Officers Strong and Cook guided the female to the ground where she continued to physically resist, grabbing onto her arm with her other hand, making it difficult to place handcuffs, and yelling and swearing at officers.
The female was later identified as Curtae Brittiny Rattler [DOB REDACTED].
