PA MAUNG LAY, [DOB REDACTED], has the following prior driving convictions within the past ten years. 62-SU-CR-24-222, gross misdemeanor, Traffic DWI, alcohol, conviction 7/2/2024 ••-CR-••-••••, gross misdemeanor, Traffic DWI, conviction 3/12/2024 Additionally, LAY was convicted of Criminal Vehicular Operation-Substantial Bodily Harm, 609.2113.2 (7), felony level sentence, deemed misdemeanor per 609.135, conviction date 6/6/2018, offense date 7/29/2017. As a result of this conviction, LAY had an implied consent revocation of his license, dated 07/29/2017. LAY’s driver’s license privileges is canceled-IPS. On December 14, 2025, at approximately 12:45 A.M., Officers were dispatched to the intersection of Larpenteur Avenue & Chatsworth Street North, Saint Paul, County of Ramsey, on a single vehicle accident.
Callers indicated the vehicle struck a pole. A male exited the vehicle and walked north on Chatsworth Street. An officer found the driver nearby-identified as LAY. LAY had the odor of alcohol form his breath and had bloodshot eyes. He had a contusion above his right eye that was beginning to swell. LAY confirmed he was driving. A pickup truck was crashed into a telephone pole just off of the south side of Larpenteur Avenue. An open beer can was found in the back seat of the pickup truck. The 911 caller, CM, said she was traveling west on Larpenteur when she saw a dark pickup truck ahead of her hit a pole.
She noticed a person walk up to her. The male said he was okay, and then walked off. CM followed the male as he walked away from the crash. The male walked strange, and fell into a snowbank. CM said she followed the male until he was stopped by Roseville Officers. CM said the person that Officers stopped was the same person she followed. CM did not see anyone else in the vehicle and did not see anyone else exit. CM said she could not say if anyone else was in the vehicle. LAY was administered a PBT, result.253 blood alcohol concentration.
LAY was transported to Regions Hospital. Officers obtained a search warrant for a sample of LAY’s blood. A sample of LAY’s blood was taken at Regions Hospital. At the hospital, LAY was heard to say that he crashed and knew he should not have been driving. He said he crashed his brother’s car.
