On 06/12/2025 at 05:26, Prior Lake Police officers were dispatched to Little Six Casino, Prior Lake, Scott County, Minnesota, for a report of a theft. At the scene, the officers were told by Mystic Lake Security that a guest was reporting theft of a TITO ticket. Security advised the victim [NAME REDACTED] in the security supervisor’s office and the suspect was currently lying down the in bed of a pickup truck in the east parking lot. Security advised the truck the suspect was lying down in was a Green colored Chevy Truck with MN No. NMG249. Office spoke with the victim, TLS, [DOB REDACTED], who reported: She was sitting at a slot machine.
She had approximately $500.00 in the machine. She exited the machine for approximately 1 minute to get a beverage. When she came back to the machine, her money was no longer inside the machine. Officers reviewed surveillance video of the incident and saw: at approximately 0458 hours, TLS exits her slot machine. At 05:00 an Asian female wearing a white colored long sleeve shirt approaches the machine and prints TLS’s TITO Ticket. At 05:01 the Asian female goes to an ATR machine cashing TLS's TITO Ticket.
The female then begins gaming at another slot machine. The female later exits and enters the bed of the pickup truck. Mystic Lake Casino confirmed the amount of TLS’s TITO Ticket was $514.50. Officer went to the east parking lot and found the female lying in the truck. The officer explained why he was there. The female handed him $44 dollars that were in her hands. The female identified herself as San Yang [DOB REDACTED] and had trouble giving her DOB. A record check should no such name on file. The office told the female they would have to use the Rapid ID Finger Print Scanner.
The female then stated her name was Vang (NMN) Yang, [DOB REDACTED], hereinafter the Defendant. The Defendant was then shown to have the following warrants: Felony-Receiving Stolen Property, Wright County; Gross Misdemeanor- 5th Degree Drugs Anoka County; Gross Misdemeanor- DWI, Washington County; and Misdemeanor- Theft, Dakota County. The Defendant was arrested and taken to the Scott County Jail. The Defendant was searched and warned about bringing drugs into the jail. At the jail, the Defendant was searched during processing and corrections officers found two blue baggies.
One baggie contained what appeared to be methamphetamine (white crystalline substance), and the other had a brown rocklike substance which appeared to be heroin. The suspected drugs were sent to the BCA Forensic Laboratory for testing. On 11/10/2025, the officer received the results of the BCA testing, which showed item No. 1, tested positive for methamphetamine, a Schedule II Controlled Substance and weighed 0.88 grams. The second item was not tested.
