On March 21, 2026 at approximately 1121 hours Deputy Johnson was on patrol in the 4800 block of 55th Street NW in the City of Rochester, Minnesota when he received an ALPR hit on Minnesota plate LPE740 for revoked driver. A license plate check revealed that the registration had expired in June of 2025 and that the vehicle was registered to BILAAL YAXYE MOMAMED, [DOB REDACTED]. Mohamed's driving status showed he was revoked. The vehicle also had very dark tinted windows. Deputy Johnson turned around and the vehicle then accelerated at a high rate of speed.
The vehicle passed a vehicle that was stopped at the stop sign at the intersection of 55th Street NW and 50th Avenue NW. Deputy Johnson activated his emergency lights and siren and the vehicle continued westbound at a high rate of speed. The vehicle nearly hit another squad car (driven by Deputy Willey). Deputy Johnson advised dispatch of the of the suspect vehicle license plate, direction of travel and reason for making a stop. Deputy Willey took over pursuit and lost visual after the vehicle turned southbound onto 59th Avenue NW into a neighborhood.
While on Castleview Drive Deputy Johnson passed a family with children that were outside on the front lawn. While checking the area Deputy Johnson was flagged down by a family on Castleview Drive who reported that a black Dodge Charger had gone westbound on Excalibur Court NW. Dispatch advised of prior contacts with Mohamed at [ADDRESS REDACTED] NW and also advised that a black Dodge had just driven to Excalibur Court NW. Deputy Willey had heard Deputy Johnson air the fleeing on the radio and was in the area.
While turning around at 56th Avenue Deputy Willey observed the black Dodge Charger traveling at a high rate of speed in the middle of the turn lanes. The vehicle sped towards the driver side area of Deputy Willey's squad car but was able to get out of the way. The vehicle appeared to be traveling 80 mph or faster in the 45 mph zone. The vehicle continued westbound on 55th Street NW at a high rate of speed. Deputy Willey completed a full circle and followed the suspect vehicle with lights and siren activated.
The vehicle the turned southbound onto 59th Avenue and appeared to have failed to stop at the stop sign at 59th Avenue and Castleview Drive and turn westbound on Castleview Drive and continued at a high rate of speed failing to stop at the stop sign for Castleview Drive and 51st Street. The vehicle continued southbound through a residential neighborhood going between 70 to 80 mph and then turned onto Kingsbury Drive and the deputy lost sight of the vehicle at the T-intersection of Kingsbury Drive and King Arthur Drive.
Deputy Willey observed children in the area of Spire Lane. Deputy Willey then observed the listed address for the vehicle's registered owner and drove to that address. On the way Deputy Willey was flagged down by a neighbor who stated that a black Charger had just pulled into the garage at [ADDRESS REDACTED]. Officer Willey observed the garage door to be closed. Deputies Johnson and DeRuiter were on scene as well. Deputy Johnson went to the door of the residence and eventually observed a male walk up to the door from 3 ••-CR-••-•••• Filed in District Court State of Minnesota 3/23/2026 the basement.
