On December 16, 2025, at approximately 3:17 P.M., law enforcement officers were dispatched on a shoplifting in-progress at "Third Degree Heat" located at 344 West Market in the Mall of America in Bloomington, Hennepin County, Minnesota. An employee of the store, "Victim" herein, stated that she had attempted to stop a male, subsequently identified as TERRELL ELIJAH OWENS [DOB REDACTED], "Defendant" herein, outside of the store after he took a $500 sweatshirt and passing all points of sale without paying for the sweatshirt.
Victim [NAME REDACTED] attempted to grab the merchandise. Victim stated that Defendant then pushed Victim, [NAME REDACTED], and a struggle occurred. Victim reported to law enforcement that Defendant then implied to Victim he had a firearm on his person by making a comment that he had "the right to carry" or had "a conceal and carry." Due to Defendant implying he had a firearm, Victim backed off and Defendant exited the mall. Dispatch then notified officers that Defendant could be seen on surveillance getting into a vehicle and provided the vehicle information.
Officers thereafter located the vehicle and attempted to conduct a traffic stop. Officers activated the emergency lights on their vehicle to initiate the stop, and the vehicle Defendant was driving fled. Officers eventually conducted a PIT stop of the vehicle after the vehicle drove the wrong way on a road, and also struck a vehicle being driven by another. After the PIT, officers observed Defendant exit the vehicle from the passenger side and run away from officers. Officers did not observe anyone else in the vehicle, and the passenger door was the only door opened.
Officers later located Defendant in a nearby, locked, Metro Transit bus shelter where he was thereafter placed under arrest. Officers later searched the vehicle Defendant was driving and located the sweatshirt, along with a Glock firearm with an extended magazine under the front passenger seat with a round in the chamber. Defendant is presently pending charges on a First-Degree Aggravated Robbery, as outlined in case file 02-CR-22-7062. Defendant was also convicted of First-Degree Aggravated Robbery in case files 27-CR- 22-8487 and 62-CR-19-5480. Defendant is presently in-custody.
