On February 10, 2026, at approximately 2:00 P.M., St. Cloud Police Officer Daniel Nelson was contacted by Investigator Romstad following an investigation related to Stearns County Sheriff's Office ICR: 25028728, to inquire about Matthew John Monson, [DOB REDACTED], the defendant herein, as he is required to register as a predatory offender. As required, the defendant completed a change of information form with the St. Cloud Police Department on December 23, 2025, indicating that as of December 18, 2025, his address was "Homeless in SAINT CLOUD, MN 56303." On December 30, 2025, the defendant went to the St. Cloud Police Department to complete his weekly check-in form and acknowledged his next date to check in was January 6, 2026. On January 7, 2026, the defendant as required went to the St. Cloud Police Department and completed his weekly check-in form, again acknowledging his next check in date was January 14, 2026. On January 15, 2026, the defendant completed his required paperwork at the St. Cloud Police Department and acknowledged his next check in date was January 22, 2026. The defendant has not checked in with the St. Cloud Police Department, or anywhere else in Minnesota, since.
The defendant's phone was taken as part of the Stearns County Sheriff's Office investigation. The defendant had previously initialed every paragraph of his duty-to-register form, acknowledging his understanding that he was required to report any changes in his primary address at least five days prior to moving as well as checking in weekly with the St. Cloud Police Department. A search of the defendant's criminal history revealed he has two prior felony convictions for criminal sexual conduct, reflected in Stearns County District Court case number 73-J9-96-051404, and Roberts County, South Dakota District Court case number 54C12000051A0. Due to these convictions, the defendant is required to register as a predatory offender for the remainder of his lifetime.
The defendant had previously been convicted of Failure to Register under Minn. Stat. Sec. 243.166 in 2005 in Stearns County District Court File No. 73-K1-05-001458. Given that the defendant's current whereabouts are unknown, and he has not checked in with law enforcement weekly, as required, there is a substantial likelihood the defendant will not respond to a summons. The State would therefore respectfully request a warrant for the defendant's arrest. Complainant has reason to believe and does believe that all of the above information is true and correct.
The above facts constitute your complainant's basis for believing that the above-named defendant, on or about the 10th day of February, 2026, in the City of St. Cloud, County of Stearns, State of Minnesota, committed the offense described herein.
