On 12/2/2025 at approximately 1451 hours, Officers responded to the report of a domestic abuse report located at [ADDRESS REDACTED] Minneapolis, Hennepin County, Minnesota. Upon arrival, officers with the reporting party, victim hereinafter, who stated he was threatened, and his vehicle was damaged by his ex- girlfriend, Tellisha Japera Lipford [DOB REDACTED], defendant hereinafter. The victim stated that the defendant and him dated on and off for the last sixth months and recently broke up approximately 2-3 days ago.
The victim [NAME REDACTED] in his apartment when he heard a knock on his door, and noticed the peephole was covered so he opened the door with the latch still in place. The victim observed the defendant and an unknown female friend of hers demanding her property. The victim [NAME REDACTED] could see defendant had a black kitchen knife in her right hand and she was standing in the doorway of the apartment. At some point during the altercation, the defendant stated, "So what are you going to do if I stab you". The victim told Officers that he believed in the moment that the defendant would stab him if he got close to the defendant, therefore the victim [NAME REDACTED]. The victim [NAME REDACTED] would call 911, which resulted in the defendant leaving.
After the victim left, the victim stated he checked his vehicle in the basement of his parking garage and his vehicle, a silver Hyundai Elantra (MIS JHP367) and found it to have been vandalized. The victim’s vehicle sustained damage to the front bumper, both side mirrors, and all four tires. Officers observed CCTV footage of the building management showing two black females, dressed in all black vandalizing the victim’s vehicle. On 12/03/2025, the defendant was taken into custody for having a KOPS alert in place.
Officers located the knife on the defendant at the time of arrest. POST MIRDANDA STATEMENT: The defendant stated she damaged the victim’s car and is willing to pay for it. Furthermore, the defendant admitted that she slashed all four tires and damaged the side mirrors. The bumper was already cracked and broken. She pulled on the bumper, but nothing happened when she pulled on it. Her friend was with her in the parking garage but did not cause any damage to the victim’s vehicle. She has an audio recording on her phone for the time she was in Jamaal's apartment.
The defendant is currently in custody at the Hennepin County Adult Detention Center.
