Based on reports from an incident occurring on December 26, 2025, your complainant offers the following to establish probable cause: On December 26, 2025, at about 4:08 A.M., officers from the Cottage Grove Police Department were dispatched to a residence in the City of Cottage Grove, Washington County, Minnesota, on a reported domestic assault. Dispatch reported that a male said on a 911 call that he did not care whether the female needed an ambulance and that he had to restrain the female and choked her.
Officers arrived at the residence and spoke with an adult female, hereafter "Victim." Victim stated that her boyfriend and father of her child, [NAME REDACTED], [DOB REDACTED], had assaulted her. Victim [NAME REDACTED] incident began when she took Lucas' phone because she believed Lucas was cheating on her. Victim said she ran downstairs with the phone, believing Lucas would follow her. When Lucas did not follow her, Victim [NAME REDACTED], where she found Lucas in the stairway. Lucas then grabbed Victim by the neck and strangled her.
Victim reported that the strangulation impaired her ability to breathe. Victim was continuing to have difficulty breathing while speaking with law enforcement. Victim fought back by hitting Lucas and was able to get out of his grasp. Lucas then struck Victim in the face three times. Victim then called 911, and once Lucas saw that Victim [NAME REDACTED], he also called 911. The officer speaking with Victim [NAME REDACTED] on Victim's shirt. Victim [NAME REDACTED] from the assault, though she was not certain.
Victim [NAME REDACTED] on her right cheek, where she said Lucas struck her. Victim's neck also had red marks. Victim [NAME REDACTED] has been physical with her in the past but had not previously been arrested in those incidents. Lucas told an officer that he placed his hand around Victim's neck so she would "chill out" because she was attacking him. Lucas was placed under arrest and remains in custody.
