On November 21, 2025, at 7:47 P.M., Richfield Police Officer Mario Leon was on patrol in the City of Richfield, Hennepin County, when he observed a vehicle traveling that crossed over the solid yellow lane line, failing to maintain its lane. The officer followed the vehicle and again observed the vehicle crossover the lane divider lines at a roundabout, failing to maintain its lane. Due to the officer’s observations, the officer initiated a traffic stop. The officer made contact with the driver, identified as Santiago Bladimir Landa Pilliza and hereinafter referred to as the defendant.

While speaking with the defendant, the officer detected a strong odor of alcoholic beverage and observed the defendant’s eyes were bloodshot and watery. There were two open Modelo beer cans in the center cup holder. The officer performed field sobriety tests on the defendant, which the defendant failed. The defendant provided a breath sample for the preliminary breath test with a result of 0.26 BrAC. Based on the defendant’s driving conduct, physical symptoms, verbal admissions and field sobriety performance, the officer believed the defendant was impaired by alcoholic beverage while driving and arrested the defendant as a result.

At 8:46 P.M., the defendant provided two breath samples for the datamaster test with a result of 0.25 BrAC. The defendant had a revoked driver’s license and was unable to provide insurance on the vehicle after the offer requested such proof.
