Probable Cause
On March 28, 2026, at approximately 11:13 pm, officers were dispatched to the area of Yankee Doodle Road and Highway 13 in Eagan, Dakota County, regarding a silver sedan that struck multiple other vehicles in Burnsville and Eagan and left the scene. An officer located the vehicle at the intersection of Yankee Doodle and Pilot Knob Road and activated his emergency lights to stop the vehicle. The vehicle did not stop. Officers attempted to use a grappler to stop the vehicle but were unsuccessful the first attempt when the suspect vehicle was able to evade.
Officers also tried an unsuccessful PIT maneuver. The suspect vehicle drove the wrong way in traffic before using a successful PT maneuver to pin the suspect vehicle into a fence. The driver was removed from the vehicle and identified as SUAMY ALEXANDER CONTRERAS RODAS [DOB REDACTED], Defendant herein. Defendant at one point tried to get back into his vehicle while officers were giving him commands. Defendant’s vehicle contained multiple open cans of alcoholic beverages like Twisted Tea and Mike’s Hard Lemonade.
Defendant exhibited indicia of intoxication, including poor balance, comprehension issues, and having a blank stare. Defendant also smelled strongly of alcohol. A sample of Defendant’s blood was collected pursuant to a search warrant and sent to the BCA for testing. A witness later told officers that he was driving on Highway 13 when he was sideswiped by Defendant, who continued to drive away.
