On March 17, 2026, at approximately 10:30 PM, officers from the Fridley Police Department were dispatched to a residence for a delayed domestic call. Upon arrival, officers spoke to A. V., Victim herein, who reported that earlier that evening, around 7:00 PM, she was with her boyfriend of three years, Zarrion Kevin Paul Washington [DOB REDACTED], Defendant herein, at his residence on 4th Street, city of Fridley, county of Anoka, Minnesota. Victim reported that Defendant observed messages on her cellphone that upset him.
Due to this, they started verbally arguing. Defendant then started pulling Victim's hair and punching her with a closed fist on her head, face, and body. Victim attempted to leave the residence but was blocked by Defendant. Eventually Defendant agreed to take Victim home to her Coon Rapids residence. While driving Victim home, Defendant continued to argue with Victim. Victim [NAME REDACTED] would park at various placed and punch Victim again. At one point, Defendant put both hands around Victim [NAME REDACTED] reported that she passed out for approximately 30-60 seconds.
Once Defendant and Victim arrived at Victim's neighborhood in Coon Rapids, Defendant parked the vehicle and told Victim [NAME REDACTED]. Victim stated that she wanted to get her belongings, but Defendant said Victim could not get anything and began pushing and kicking her to leave the car. Defendant then got out of the car and pulled Victim's hair and clothes to get her out of the vehicle. Victim [NAME REDACTED] was unable to grab any of her belongings and did not have any shoes on, even though it was cold and snowy outside.
