This case involves sensitive sexual violence allegations.
On March 22, 2026, at 1514 hours, a 19-year-old female, EH, walked into the Roseville Police Department to report a sexual assault. She reported that she met a male, later identified as Ishawn Panwar, [DOB REDACTED], on the dating app, Hinge. She met him at a café in St. Paul. She drove and he took an Uber. They then agreed to drive to the Stone Arch Bridge area in Minneapolis. She said that they kissed in the car. She drove while he gave her directions. During the drive, he placed his hand on her neck.
He led her to a house. He went in and grabbed a bag. He directed her to Motel 6, [ADDRESS REDACTED], Roseville, Ramsey County. They arrived around 2200 hours. In the parking lot, he began to choke her with both hands. Her ability to speak and breathe was restricted. He said that he liked it when she looked scared. He convinced her to enter the hotel with him, stating that they would just play a game and they did not have to do anything. He grabbed her bag with her phone when they got out of the car.
He rented room 228. Once in the room, he shoved her on the bed. He pulled her shorts down. He performed oral sex on her. He was holding her legs down. When she attempted to move, he shoved her back down on the bed. He punched her with a closed fist and choked her. He inserted his fingers into her vagina. She cried and said that it hurt. She told him to stop. He removed his clothing. He penetrated her vagina with his penis. She told him, “No, Stop.” He put her underwear in her mouth. At one point he was on his phone.
He shoved a KitKat candy bar down her throat when she attempted to speak during his phone conversation. She attempted to leave but realized that he still had her bag and phone. When she reached for her bag, he pushed her against the desk. She fell against the desk and TV and just remained there. Eventually, while he was lying on the bed, she was able to grab her items and leave the room. EH was shaking and crying while recounting the assault. She went to Abbott Northwestern Hospital for a SANE exam prior to making a police report.
During the exam, the SANE nurse documented the following: Red, diffuse petechiae on the right side of the neck, bruising to right arm, both legs, right breast, and left eye, genital abrasion, genital tear, genital redness, abraded area and redness around cervical oz, diffuse bruising, dark and purple, red to yellow bruising to upper eyelid, dried blood to left brow piercing site, six areas of irregular circular bruising to the left leg, two areas of irregular bruising to the right arm, five areas of irregular, faint or oval shaped bruising to the right leg, irregular bruising to the right breast.
Investigators spoke to Panwar. He advised that he would come to the Roseville Police Department for an interview. He appeared on March 26, 2026, with a lawyer who stated that Panwar would not be making a statement.
