On or about November 4-6, 2025, officers from the Bloomington Police Department, in conjunction with other law enforcement agencies, participated in an undercover prostitution operation targeting solicitation of minors for sexual conduct. The operation was conducted from locations within Hennepin County, State of Minnesota. Officers placed ads on multiple websites offering prostitution services. One of the individuals who responded to an ad was GUILLERMO E CASTRO-URBINA, aka GUILLERMO EMILIO CASTRO-URBINA [DOB REDACTED], the defendant herein.
The defendant then engaged in a text conversation with an undercover officer (UC) posing as a 17-year-old girl. The defendant first contacted “UC” at approximately 6:31 pm on 11/4/25 by texting the number in the ad asking "UC" if she was available and about rates. "UC" provided her rates ($100 qv 150 hh 200 hr). Defendant advised he want hh, known by officers to refer to a half hour of time used for sexual contact/conduct. Defendant asked how much more it would cost for bbj and whether daty was included. "BBJ" is known by officers to refer to bare blow job, or oral sex performed on a male not wearing a condom. "DATY" is known to refer to "dining at the y" or oral sex performed on a female. "UC" did not respond.
On 11/5/2025, at approximately 5:20 pm, Defendant again texted "UC" and inquired about availability for "hh and daty." Defendant was advised that it would cost $150. Defendant then inquired about "head" which is known to refer to oral sex performed on a male and was advised that it could include that. Defendant claimed that he was 28 and was advised that "UC" was only 17. Defendant stated that "UC" was "too young to be doing any of that" and asked if "UC" lets people know that and if they still came.
Defendant mentioned that this might be "to catch a predator" and told "UC" if a "cop gets you, you're f*****." Defendant continued to text "UC" even after being advised that "UC" was still in high school. Defendant continued to text "UC" on 11/6/2025 and confirmed that he was coming to see her for half of hours time. Defendant asked if he could use CashApp to pay. The defendant was given an address being used by law enforcement to meet “UC” which was located in Richfield, Hennepin County, Minnesota.
When the defendant arrived, he was placed under arrest. Officers searched the defendant. Officers located and seized the defendant’s cell phone. A confirmatory call was sent by officers to the number used by Defendant to communicate with "UC" which was documented on Defendant's phone. Defendant was booked and released pending formal complaint.
