On April 5, 2026, 14-year-old Female 1 was a ward of the State in Goodhue County, and had been placed at a group home in Swift County, when she absconded from this placement. Goodhue County tracked her phone and learned that her phone was consistently pinging at a residence on Quincy Street NE in Blaine, Anoka County. Goodhue County and Blaine Police worked together to obtain a warrant to search the residence for Female 1, which was executed on April 21, 2026. Female 1 was inside the residence, and had been staying in a bedroom shared with 20-year-old Defendant Keaton Bradley Hoff ([DOB REDACTED]). In separate interviews, Female 1 and Defendant both admitted that Female 1 had been residing with Defendant since she absconded, and that they had a sexual relationship.
Defendant admitted penetrating Female 1 on multiple occasions, with the most recent being the night before (April 20). He explained that Female 1 had added him on Snapchat in December 2025, and they met up and had intercourse in his vehicle. At that time, Female 1 had told Defendant that she was 19 years old. They then stopped communicating. In April 2026, Female 1 contacted Defendant again, stating that she was now 20 years old, and that she needed a place to stay because her family was not supportive of her.
Defendant then offered to let her live with him. Defendant never saw a driver's license, reports of work, or other evidence of Female 1's age. During the three weeks that Female 1 resided with Defendant, they had intercourse at least five times. Female 1 stated that she did not feel comfortable telling Defendant to stop, although Defendant disputed this, saying that the only time Female 1 told him to stop, he immediately did. Because Defendant is 20 and Female 1 recently turned 14, there is more than a five-year difference in their ages, meaning that mistake of age is not a defense to this crime, nor is any consent by Female 1. Defendant was apprehended at his residence during the execution of the search warrant and was taken into custody.
It should be noted that Defendant resided with his parents, who were similarly surprised to learn that Female 1 was only 14. However, they acknowledged that they saw her rarely and simply accepted her representation that she was 20 years old.
