On December 31, 2025, at approximately 3:15 PM, officers were dispatched to the 8500 block of Xenium Lane within the city of Maple Grove, Hennepin County for a possible DWI. While enroute, the information provided to dispatch changed the call to a possible burglary and domestic assault. The reporting party and Victim, told dispatch her ex-boyfriend, later identified as ZACHARY WILLIAM BIXBY [DOB REDACTED] herein after "Defendant", was driving around her neighborhood intoxicated and later called back that he was actively trying to enter her residence and she believed he had jimmied the lock on her garage door.
Dispatch heard, "Stop, stop" and Victim [NAME REDACTED] was trying to take her phone. Dispatch heard, "Stop, stop" again and what sounded like a physical altercation before the line disconnected. Upon arrival officers located Defendant near the garage, with no shoes on and the Victim's phone in his hand. He was placed under arrest and remains in custody pending charges from this incident. Victim [NAME REDACTED] had dated Defendant romantically for about 3 years and recently broke up. Victim [NAME REDACTED] from Defendant on social media even though she had blocked his phone number.
Victim unblocked his phone number and he began calling her continuously. Defendant told her he was going to come see her and that he knew where her child's bus stop was located. Victim told Defendant not to come to her house. Victim hung up with him and called 911. Then, Defendant opened her garage door with the code and then forced open her locked garage service door with a credit card. Once inside the home, Defendant pulled her by her hair and pushed her to the ground, trying to take her phone away while she was on the phone with dispatch.
Victim's phone was on speaker phone and Defendant could hear the dispatcher talking. She tried to get away from Defendant and he pushed her to the floor again and took her phone. Officers observed bruising on Victim hand and a laceration on her finger. Defendant has the following prior criminal convictions and qualified domestic abuse related offenses: 86-CR-10-4329 misdemeanor disorderly conduct; 86-CR-20-2376 misdemeanor obstruction and misdemeanor fourth-degree DWI; and 62-SU-CR-24-43 misdemeanor domestic assault.
