All of the conduct described herein occurred within the County of St. Louis, State of Minnesota, unless otherwise noted. On November 2, 2025, Captain Everett of the Hibbing Police Department responded to the mental health unit of the Fairview Hospital within the City of Hibbing, County of St. Louis on a report of threats made to hospital staff. When Captain Everett arrived, he spoke to the charge nurse, K. F. K. F. Informed Captain Everett that Brandon James Fraher, [DOB REDACTED], Defendant herein, had been a patient in the mental health unit since October 15, 2025. During that time, Defendant had multiple violent outbursts requiring staff to call for law enforcement assistance.
K. F. Described Defendant telling K. F. That he would kill her. Captain Everett collected statements from hospital staff: T. S. Described Defendant smashing holes in the walls of the medication room on November 2, 2025. When asked to stop, Defendant told T. S. That Defendant would break his nose. Defendant had previously told T. S. On October 23, 2025 that Defendant would gouge T. S.’s eyes out of his head. K. L. Described Defendant threatening her with death over the two nights preceding November 2, 2025, when she asked him to take his medications.
Defendant also attempted to break down the door to his room while threatening K. L. All hospital staff who provided statements expressed apprehension about Defendant finding them and following through with his threats after his release. The cost to repair the damage caused by Defendant during these outbursts is unknown at the time of the drafting of this complaint. PLEASE TAKE NOTICE: Pursuant to Minn.
