On November 7, 2025, a data tip that contained a cybertip was received by the Rochester Police Department that contained images and videos of child sexual abuse material (CSAM) that were uploaded to Meta in April 2025. The suspect account listed three phone numbers, a date of birth, username “cristo.lopez*******”, and IP addresses. The account that received the images and videos was also provided. One of the phone numbers was associated with an address in NW Rochester, MN, Olmsted County. JUAN CARLOS SANTOS REYES [DOB REDACTED] listed that NW address on his diver’s license.
Other sources confirmed that Santos Reyes resided at the NW address and used the phone number that was listed in the cyber tip. A search warrant was sent to Meta for Santos Reyes account. The data was received and reviewed which showed Santos Reyes account had the original CSAM images and videos, as well as numerous other CSAM images and videos. On January 27, 2026, a search warrant was executed at Santos Reyes residence and in his vehicle. In his vehicle a Samsung Galaxy cell phone was located. Santos Reyes was read the Miranda Advisory and he agreed to give a statement.
He confirmed his cell phone number, which matched what was in the cybertip as well as his Meta username, which also matched what was listed in the cybertip. Santos Reyes claimed that account was hacked a year or so prior. During the search of Santos Reyes house, an two additional Samsung Galaxy cell phones were located. A search warrant was granted for the devices that were seized from Santos Reyes. All three phones had MSISDN numbers that were associated with the suspect accounts that generate the original cybertip.
All three phones had device/location identifies in Santos Reyes name and selfie or personal images and videos of him. Over 400 images were located on Santos Reys devices. The images and videos that were reported in the cybertip were located on Santos Reyes devices. Det. Neumann noted that despite Santos Reyes saying his account was hacked, the IP address associated with the account was in Rochester, MN and the data provided by a phone company showed that the account was registered to Santos Reyes with his current phone number.
One of the images that was sent was of three nude males between the ages of 7-10 that were engaged in 3 ••-CR-••-•••• Filed in District Court State of Minnesota 2/5/2026 anal sex. Other images include male children between the ages of 5-14 engaged in various sex acts such as oral, vaginal, and anal sex. PLEASE TAKE NOTICE: YOU MUST APPEAR FOR EVERY COURT HEARING REGARDING THIS CASE. FAILURE TO APPEAR FOR COURT IS A CRIMINAL OFFENSE AND MAY RESULT IN ADDITIONAL CRIMINAL CHARGES BEING IMPOSED AND PUNISHED AS PROVIDED IN MINNESOTA STATUTES SECTION 609.49.
