On July 14, 2025, at approximately 3:29 P.M., officers were dispatched to 967 42nd Avenue NE, City of Columbia Heights, within the County of Anoka, on report of a stolen vehicle bearing license plate number ZKP-847. Officers arrived and located the vehicle. A male and female were standing next to the vehicle, and officers observed a large, fixed blade knife in the male’s left pants pocket. Officers ordered the male to remove his hands from his pockets but he refused. Officers attempted to do a weapons pat down on the male, later identified as Michael Lawrence Davis [DOB REDACTED], hereinafter Defendant, and found a second knife but were unable to finish the pat down because Defendant would not remove his hand from his pocket.
When Defendant finally removed his hand officers observed a glass pipe with white residue in Defendant’s left jacket pocket. Defendant realized the pipe was visible and grabbed his pocket snatching it away from officers and again placed both hands in his pockets. Defendant was handcuffed. As officers were handcuffing Defendant they observed a small clear baggy with a clear crystal substance inside of his pocket in plain view. As officers removed the baggy Defendant stated “that’s just my smoke sack.” Defendant was placed under arrest and then spontaneously uttered “Dude it’s a small smoke sack of meth,” and then “It’s meth dude, it is my smoke sack I’m trying to tell you, man.” The suspected methamphetamine was sent to the Midwest Regional Forensic Laboratory for testing.
Testing results showed the substance was 3.786 grams of methamphetamine.
