Probable Cause
On 3/21/2026 at 2003 hours, Roseville Police reported that a 2020 Nissan Rogue (MNTCZ298) that had been stolen out of Brooklyn Center was driving north on Snelling Ave from the area of the Har Mar Mall at [ADDRESS REDACTED] in Roseville, Ramsey County. The value of the vehicle exceeded $5,000. A Ramsey County Deputy responded to the area and spotted the vehicle driving north on Snelling from County Road B. As the Deputy followed, the vehicle drove east on Highway 36 and then south on I35E. The vehicle was passing cars on the left and right shoulders, drove at speeds over 100 MPH in the 55 MPH zone, and drove on the wrong side of the road.
The Deputy requested assistance from the State Patrol helicopter. As the vehicle approached St. Clair and Lexington Ave, the helicopter was overhead, and Ramsey County squads activated their emergency lights and sirens to initiate a traffic stop. The vehicle did not stop; it accelerated. The squads did not pursue, but the helicopter continued monitoring the vehicle’s location. A Deputy was able to deploy stop sticks near Palace and Cleveland, which struck the vehicle’s passenger side tires. The helicopter continued following the fleeing vehicle until the driver bailed out near Marshall and Fairview.
The helicopter then followed the driver, later identified as Robert Eugene SMITH ([DOB REDACTED]), who fled on foot. SMITH then hid under the deck in the backyard of 15xx Iglehart where he was taken into custody. SMITH is in custody on an unrelated matter. For purposes of Rule 6.
