Probable Cause

On March 18, 2026, JASON MICHAEL HEALY [DOB REDACTED] went to JC Penney at 1595 Highway 36 West, Roseville, Ramsey County. Healey concealed a watch in a black tote bag and left the store without paying for it. An officer arrested Healey inside the Rosedale Center. Healy had a pack of cigarettes in his possession that contained a bag of suspected drugs. The officer recovered the stolen watch and returned it to the store. Healy was trespassed from the mall. The contents of the bag recovered from Healy tested positive for the presence of methamphetamine and weighed 0.30 grams.

Healy has 11 prior felony convictions dating back to 1992.
