On July 8, 2025, at approximately 2:05 A.M., St. Louis Park Police were traveling eastbound on Highway 7 and Woodale Avenue, in St. Louis Park, Hennepin County. At this time, a green Volkswagen Atlas (MN ZKB856) passed the squad travelling at a high rate of speed. The officer activated her radar and captured the vehicle going 67 miles per hour in a 55-mph zone. The officer then attempted to conduct a traffic stop of the vehicle. The vehicle slowed but continued driving until the officer turned on her siren and continued to try to stop the vehicle.
The officer approached the vehicle and identified the driver as OSMAN BANA HABIB [DOB REDACTED], Defendant herein. Minnesota State Patrol Troopers then stopped to assist with the traffic stop. A trooper approached the vehicle and could smell the odor of alcohol coming from inside the vehicle. The trooper observed Defendant had bloodshot and watery eyes. The trooper asked Defendant to exit the vehicle to perform standardized field sobriety tests, which showed multiple clues of impairment. After conducting the SFSTs, Defendant admitted to the trooper that he had been drinking.
Defendant provided a preliminary breathalyzer test with results of.144 BAC. Defendant later completed the DMT with results of.13. Police placed Defendant under arrest and inventory searched the vehicle. During the search, a trooper located a bag containing a green leafy substance he recognized to be Khat. On December 10, 2025, the BCA issued a report detailing that the substance was 80.695 grams containing cathinone. Cathinone is a schedule I stimulant. At present, Defendant is not in custody.
