On October 7, 2025, Detective Hanson from the Moorhead Police Department was assigned to investigate a report of possible sexual assault. The Complainant reported that P. C. DOB: XX/XX/2015, hereinafter "Victim," had disclosed that they have been sexual abused by their mother's ex-girlfriend Dominique Rochel Rodger [DOB REDACTED], hereinafter "Defendant." The report indicated that the Victim had disclosed that the Defendant had touched the Victim's vagina with their hands multiple times. This had occurred when the Victim was approximately 5 years old.
A forensic interview was scheduled for October 13, 2025. During the forensic interview, the Victim [NAME REDACTED] was about 5 years old, her mother would wake her up and take her to the Defendant's home for several hours while her mother was at work. While the Victim was at the Defendant's home, the Defendant would take the victim [NAME REDACTED] would "do things she shouldn't do" to her. The Victim further described that it happened the first time she went to the Defendant's home the summer before she turned 6. The Defendant would take off the Victim's pants and underwear and touch her.
The Victim [NAME REDACTED] told her mother because the Defendant told her that if she told anyone, she would kill her and her mother. The Victim [NAME REDACTED] would be lying on the bed with her pants and underwear off when the Defendant would be rubbing the Victim's private parts and sticking her fingers in. The Victim [NAME REDACTED] would touch and insert her fingers into the Victim's vagina. The Victim indicated this happened "every time I went to her house" and that it did not happen anywhere else besides the Defendant's home.
The Victim described the Defendant's home as an apartment having black and white bricks and being located in Moorhead, Clay County, Minnesota. The Victim indicated the last time it occurred was when the Victim was 7 years old. The Victim would have been 5 turning 6 the summer of 2021 and would have been 7 in the fall of 2022. Det. Hanson spoke with R. C. The Victim's mother who stated that she has known the Defendant since 2014. R. C. Stated that the Defendant lived at an apartment on 3rd Avenue North in Moorhead, Clay County.
Det. Hanson confirmed with public service utilities that the Defendant moved into that apartment on 3/27/2020 and moved out 9/26/2023. R. C. Further indicated that the Victim often stayed with the Defendant, confirming that she would often drop the Victim off at the Defendant's home for several hours while she worked or ran errands. On November 18, 2025, the Defendant called Det. Hanson's phone.
