On or about 01/26/2026, at approximately 1635 hours, Officers observed cameras at the Lagoon and Hennepin Avenue (BRT stop), Minneapolis, Hennepin County, Minnesota. On camera, Officers observed a female in a black jacket, later identified verbally and confirmed via DVS as, Jessica Mae Brunelle [DOB REDACTED], defendant hereinafter, appear to make a narcotics transaction with another female in a green jacket. Officers observed the defendant opened a container and took a substance out and placed it on a yellow Post-it note.
Officers then observed the defendant and other female appear to make a Cash App transaction on their phones. Shortly after, the defendant hands the Post-it note to the female. Officers approached the defendant and detained the defendant. Officers located the container, which contained a white powdery substance, suspected fentanyl. The female told Officers that she paid the defendant $15 for the Post It note with suspected fentanyl. The female gave the note to Officers. Officers located a Blue Samsung cell phone in the defendant’s possession.
Officers observed a Cash App notification visible without unlocking the phone that read, "Savannah Freeman sent $15 for fun." Item 1: Powder found on the defendant: weighed 0.1 gram without packaging. Field-tested positive for fentanyl with a DetectaChem Multi-Drug Test. Item 2: Powder turned over by the female buyer, weighed 0.05 gram without packaging. Field-tested positive for fentanyl with a DetectaChem Multi-Drug Test. The defendant was placed under arrest and was transported to Hennepin County Adult Detention Center.
