On February 13, 2025, at approximately 10:57 pm, Sauk Centre Police Officer Kowski observed a vehicle bearing Minnesota License Plate [PLATE REDACTED], that had expired May 2024 registration. The officer also observed that the vehicle had an obstructed rear plate that was covered with old snow. Officer Kowski initiated a traffic stop of the vehicle in the 400 block of Ash Street North, in the City of Sauk Centre, County of Stearns. The Officer made contact with the female driver, identified as MARISSA KAY EISCHENS, [DOB REDACTED], the defendant herein.
Officer Kowski informed the defendant of the reasons why he had stopped her, and she stated that she was unaware of the issues. Officer Kowski asked the defendant for her driver's license, and she stated that she didn't have it and that her friend had it. He had the defendant write down her name and date of birth. Officer Kowski conducted a records check of the defendant through the DVS website and observed that the defendant's driver's license was revoked. He searched for the defendant in NCIC and observed she also had prior license revocations for not having proof of insurance.
Officer Kowski re-approached the vehicle and asked the defendant if she had insurance, to which she replied that she did not. The officer asked her if she didn't have it with or didn't have it at all and heard her say she didn't have it at all. Complainant has reason to believe and does believe that all of the information is true and correct. The above facts constitute your complainant's basis for believing that the above-named defendant, on or about the 13th day of February 2025, in the City of Sauk Centre, County of Stearns, State of Minnesota, committed the offenses described herein.
