On 3-29-2026 at 2326 hours, St. Paul Police stopped a 2022 Toyota Highlander (MN/HNE642) that was driving in the dark with no headlights south on White Bear Ave near Stillwater Ave in Saint Paul, Ramsey County. The vehicle was slow to stop, taking two turns before stopping, when it came to dead end in a parking lot. The driver, later identified as Vinai NMN LOR ([DOB REDACTED], had bloodshot and watery eyes. A male front passenger was laying back and was later identified as Bill NMN VANG [DOB REDACTED]. LOR seemed surprised when the officer said he was driving without headlights.
LOR said he did not have his driver's license. LOR said he was Cheers Bar and then something to the effect of "please love me." LOR's speech was slurred and said "yes, I've been drinking". When asked how much he had been drinking, LOR said "please love me". LOR became agitated when asked to spell his name. He then opened the car door, bumping into the officer, and said he had to use the bathroom. LOR said he had a couple shots and a couple beers. He ignored instructions for standardized field sobriety tests and said "I've been drinking" and 'I'm always fucked up". LOR then said, "I don't want to do the test". LOR was arrested.
LOR resisted being handcuffed and had to be physically restrained. During a search inident to arrest, police a small bag containing 9 white pills fell out of his pants. The pills later tested positive for MDMA with a net weight of 5.01 grams. LOR’s driver’s license was Canceled IPS. After a breath test advisory, at about 0015 hours, LOR blew a.20 into the DMT testing device. LOR has an Implied Consent revocation on 3/15/25 (.21), a prior DWI conviction on January 21, 2023 with an associated Implied Consent revocation (.31), and a prior DWI conviction on October 23, 2021, with an associated Implied Consent revocation (.24). For purposes of Rule 6.
