On November 24, 2025, at approximately 3:19 A.M., Saint Paul Officers were dispatched to Celeste Hotel, [ADDRESS REDACTED] East, Saint Paul, County of Ramsey, on a vehicle that had been parked in a no parking zone since 10:00 P.M. On November 23rd. The complainant advised the vehicle-2004 gold Chevrolet Express registered in the State of Illinois-had been parked in the area for hours and wanted officers to check if someone was inside. Officers arrived and located the vehicle and confirmed no one was inside.
As officers discussed the vehicle, a male-later identified as STEVEN J. DEISCH, [DOB REDACTED]-started yelling at officers and said, “You know you can’t touch that car.” DEISCH recorded officers. Officer Hall asked DEISCH if he was the owner of the van. DEISCH said he was not, but said he knew the driver. Officer Hall told DEISCH he would no longer speak with him since he was not involved with the van. DEISCH raised his voice and shouted at officers. Officer Hall stopped his conversation with Sgt.
Lopez and spoke with DEISCH. Officers made the decision to allow the hotel to address the issue/tow with the van. Officer Hall told DEISCH to tell his friend the hotel was going to tow the van. Officer Hall told DEISCH he was disruptive to his work because he had to stop and speak with him. Officer Hall asked DEISCH for identification. DEISCH placed his phone in front of Officer Hall’s face. Officer Hall took the phone out of DEISCH’s hand and tried to grab his right hand. DEISCH stepped back. Officer Kotzer grabbed DEISCH’s left arm and Officer Lee grabbed his upper body.
DEISCH tried to break fee. Officers took DEISCH to the ground, and handcuffed him. DEISCH refused to stand so officers carried him to a squad car. DEISCH refused to stand to be placed in the squad car and Officers carried him to the curb. Officer Hall retrieved DEISCH’s Illinois identification card from his wallet that was in his left pants pocket. DEISCH smelled of alcohol and slurred his words. Officers arrested DEISCH for obstruction of justice. DEISCH was searched. A black bag with clear bags containing a white powder substance was found in DEISCH’s outer right jacket pocket.
Individually portioned packages of a hard white powdery substance was also found in the same pocket. A handgun-1911 style firearm with a live.45 federal ammunition in the chamber- was found inside the black bag that DEISCH carried. A black magazine with seven live Federal ammunition was in the firearm. The firearm did not have a serial number. A larger package with a hard white powdery substance was found in the bag. DEISCH has a conviction for Dangerous Drugs, felony conviction, Cook County, State of Illinois, conviction date 05/15/2002. Officer Gallatin conducted presumptive tests on suspected drugs.
