On April 24th, 2026, approximately around 9:08 A.M., a Corrections Officers with the Lino Lakes Minnesota Correctional Facility learned a known incarcerated person, M. L. V. [DOB REDACTED] cut and removed their assigned GPS Tracking Bracelet. Corrections Officers knew M. L. V. Was assigned to the Institution Community Work Crew (ICWC) which is allotted to Incarcerated Persons who are assigned to a Minimum Security Housing Unit. Correctional Officers also knew that while assigned to the minimum security housing unit, M. L. V. Was required to wear a GPS tracking bracelet.
Correctional Officers were able to track M. L. V.'s GPS bracelet to its last known location of Highway 55 and Interstate 494. Correctional Officers also knew M. L. V. Was assigned work location for that day was the Plymouth Community Center located at 14800 34th Avenue North, Plymouth, Hennepin County. Approximately around 11:20 A.M., Minnesota Department of Corrections Fugitive Apprehension Unit Investigators arrived to the area near Highway 55 and Interstate 494. Officers located M. L. V.'s tracking bracelet in the ditch on the outside of Highway 55 and west of Interstate 494. Minnesota Department of Corrections Fugitive Apprehension Unit Investigators reviewed surveillance footage of the Plymouth Community Center and observed a Blue 2008 Ford Focus bearing Minnesota License plates NJN983 that was seen in picking up M. L. V. From the Plymouth Community Center.
A records check revealed the registered owner of the Blue Ford Focus was T. L. D. B. [DOB REDACTED]. Upon further investigation, Investigators were able to locate phone calls made by M. L. V. To T. L. D. B.'s husband, JASON WILLIAM BURD [DOB REDACTED] "Defendant" herein. Approximately around 1:47 P.M., Investigators located the Blue Ford Focus parked in the area of [ADDRESS REDACTED] in Saint Paul, Ramsey County. Investigators observed the Defendant exit the Blue Ford Focus and enter [APT REDACTED]. Investigators received a signed search warrant to search Defendant's residence.
Approximately around 6:00 P.M., Investigators executed the search warrant. Upon execution of the search warrant, Investigators saw M. L. V. Running from [APT REDACTED] and enter [APT REDACTED]. Investigators received a signed search warrant for [APT REDACTED]. Investigators executed the search warrant and placed M. L. V. Under arrest. In a Mirandized statement, Defendant admitted to knowing M. L. V. From when they were incarcerated together at the Minnesota Correctional Facility in Moose Lake. Defendant told Investigators M. L. V. Called him and requested to be picked up from a gas station in Plymouth.
Defendant stated that while M. L. V. Was inside of the Blue Ford Focus, Defendant observed M. L. V. Toss what he thought was a pop bottle out of the Blue Ford Focus. Defendant admitted to speaking on the phone with M. L. V. Occasionally. At present, Defendant is not in custody.
