On November 2, 2025, at about 2:16 A.M., Officer Christenson of the Rochester Police Department responded to a hit and run crash that took place in the 4700 block of Harvest Court NW, Rochester, Olmsted County, Minnesota. The reporting party advised the driver of the striking vehicle had walked away from the scene and gave a description of a male wearing a black hoodie and dark pants. Officers observed the striking vehicle was registered to Dwayne Eugene Seibles [DOB REDACTED]. Officers located a male matching the description provided in the call notes and also appeared to be the registered owner of the vehicle on foot near the 4500 block of 15th Ave NW. Officers made contact with the male who was identified as Seibles who denied driving the vehicle and stated he was car jacked.
Seibles gave locations where it happened which did not match the location where he was coming from and officers observed there were no signs of any physical force being used on him. While standing near, officers could smell the strong odor of an alcoholic beverage emitting from his facial region. Seibles had blood shot and watery glassy eyes. Seibles refused to complete standardized field sobriety tests. Seibles was placed under arrest and transported to Saint Mary’s Hospital where he was medically cleared and then transported to the Olmsted County Adult Detention Center.
At the ADC, Seibles was read the Minnesota Breath Test Advisory and he refused to take a breath test. Seibles had one prior DWI conviction on 11/12/2015 Court File Number ••-CR-••-••••. Seibles’s driver’s license had ignition interlock restriction and any use of alcohol restriction. Seibles did not have ignition interlock installed in his vehicle.
