Based on reports from an incident occurring on or about December 5, 2025, your Complaint offers the following to establish probable cause: ANTOINIO LAVELLE COSEY [DOB REDACTED], is a predatory offender required to register with the Minnesota Bureau of Criminal Apprehension (BCA) due to a conviction for Criminal Sexual Conduct in the Third Degree in Ramsey County on February 23, 2011. COSEY is required to register until April 20, 2041. COSEY's last registered his primary address as a sober house located at [ADDRESS REDACTED] South in the City of Cottage Grove, Washington County, State of Minnesota.
On November 18, 2025, COSEY left the sober house on a weekend pass and was supposed to return on November 30, 2025. COSEY failed to return and is no longer residing at the sober house. On December 1, 2025, COSEY went the sober house and gathered his personal belongs and left. COSEY has not responded to calls from law enforcement and he has not provided an address update. COSEY's whereabouts are unknown and the State is seeking the issuance of a Complaint Warrant. COSEY has neither registered a new address with the BCA nor has he registered as homeless with law enforcement.
COSEY has prior convictions for failure to register as a predatory offender, which included convictions in the following cases: ••-CR-••-••••, ••-CR-••-••••, and ••-CR-••-••••.
