Ray Suh-Ndoye Ekobena

On or about May 10, 2026, at approximately 8:08 P.M., Woodbury Police received a FLOCK ALPR notification at Valley Creek Plaza, Woodbury, Washington County, Minnesota on a vehicle bearing Minnesota License Plate [PLATE REDACTED]. There was an active KOPS alert on the vehicle occupants for a theft that occurred in Fridley, Minnesota. Officers responded and found the vehicle at the location. The vehicle was unoccupied when they arrived. Officers set up surveillance of the vehicle. Around 8:40 an individual, later identified as Ray Suh-Ndoye Ekobena (defendant), [DOB REDACTED], approached the vehicle.

Officers made contact with defendant and he identified himself as his brother Stefan Mafani Ekobena, [DOB REDACTED]. When asked if he had any identification, defendant provided a social security card for Victim 1 (D. K. R.). Defendant was then detained and a subsequent search of his person, officers found a second social security card for Victim 1 and a Huntington Bank debit card in the name of Victim 2 (J. K. J.). When trying to identify defendant, the defendant changed from his brother to Victim 1. Victim 1 was a resident of Illinois and did not match the physical characteristics of defendant.

In a subsequent search of the vehicle, a temporary license for Victim 3 (A. W. S) as well as other temporary licenses with the defendant's image on them. A passport for Victim 4 (G. R) was found, as well as a blank check from Pyramid Downtown Management Minneapolis LLC, a third temporary identification of Victim 1, OnePay debit card for Victim 2, a Bryn Mawr check in the name of Victim 5 (A. W. S), and a HMIS community card in the name of Victim 6 (K. J). Also in the vehicle was an Orbit X scooter that was identified to have been stolen from the Fridley theft.

In the center console, officers found a glass case with a used needle with a blood-like substance inside of it, a folded piece of tin foil that contained a white powdery substance. Eventually defendant identified himself and admitted to possessing and using the other identifications to obtain merchandise and that he was involved in the Fridley theft. FAILURE TO APPEAR FOR COURT IS A CRIMINAL OFFENSE AND MAY RESULT IN ADDITIONAL CRIMINAL CHARGES BEING IMPOSED AND PUNISHED AS PROVIDED IN MINNESOTA STATUTES SECTION 609.49.
