RICHMEL VAN RICHARDS [DOB REDACTED], Defendant herein, was convicted of 3rd Degree Criminal Sexual Conduct and is a predatory offender required to register under Minnesota law until January 31, 2031. Most recently, Defendant registered his primary address as [ADDRESS REDACTED] in New Hope, Hennepin County, Minnesota. In December 2025, investigators obtained a signed search warrant for Defendant’s cellular records related to another investigation. Through the records, investigators learned that Defendant was staying in a location encompassing the apartment complex of [ADDRESS REDACTED] in Minneapolis, Hennepin County, Minnesota.
This was confirmed by in-person surveillance. The cellular records covered the date range of December 10, 2025, through December 19, 2025. The majority of the records showed Defendant at the Minneapolis address. At no time during the aforementioned time period did these records indicate Defendant stayed overnight at his registered primary address in New Hope. On December 19, 2025, officers arrested Defendant on an unrelated felony warrant at the Minneapolis address. In a post-Miranda statement, Defendant said he had not stayed the night at the New Hope address for three days and had instead spent those nights at the Minneapolis address.
Defendant did not register the Minneapolis address as a secondary address or otherwise notify law enforcement of his whereabouts. Defendant is currently in custody.
