On 4/15/26, a Ramsey County Deputy was dispatched to the Marshalls store at [ADDRESS REDACTED] E East in Vadnais Heights, Ramsey County for a theft report. Loss Prevention staff member, DG, said that three suspects, two females and one male, came into the store, concealed $542.68 worth of merchandise, and left the store without paying for the merchandise. DG tried unsuccessfully to convince them to stop as they exited. They departed in a 2006 Honda (MN/TBD723). The incident was captured on CCTV. DG also told the Deputy the same two female suspects came into Marshalls on 4/10/26 at 1109 hours and stole $577.71 worth of merchandise.
This incident was also captured on CCTV. Total amount of merchandise stolen: $1120.34 The Honda registered to Raven Desire Edna MILLER [DOB REDACTED]. Using DVS photos and other law enforcement databases, the two female suspects were positively identified as MILLER and her mother; Tiffany Nicole WEST [DOB REDACTED]. A KOPS alert was issued for the Honda. On 04/16/2026 at 1455 hrs, St. Paul Police stopped the Honda at Rice St and Sherburne Ave in St. Paul, Ramsey County. MILLER, who was in the front passenger seat, was taken into custody.
In a post-Miranda interview, MILLER admitted to the theft on 4/15/26 and said she was stealing because she couldn't find a job, was pregnant, and her children needed clothes. When asked if the other female suspect was her mother, MILLER said "well that's kinda for you all to figure out.” MILLER said she didn't recall being at Marshalls on 4/10/26 but did not deny that it was her in a photo of the incident. MILLER said committing the theft was "stupid." For purposes of Rule 6.02, both MILLER and WEST are both on probation and both have significant criminal histories including numerous theft related offenses.
WEST’s conviction history includes at least two felony theft convictions within the last five years (62-CR-21-7028 (6/12/23) and 62-CR-20-492 ([DOB REDACTED])).
