On December 24, 2025, at approximately 1:00 P.M., police responded to Walgreen’s located at [ADDRESS REDACTED], St. Paul, Ramsey County, Minnesota, to take a report about credit card fraud. The complainant, TSF, reported that she made a purchase at DTLR shoe store at the Sunray Shopping Center at 11:09 A.M., which was the last time she used her credit card. While on her way home, TSF received alerts showing that unauthorized purchases and purchase attempts were made with her credit card at the Walgreens, Speedway, and Holiday gas station near DTLR. In a follow-up statement, TSF reported the following unauthorized use of her credit card: A charge of $415.00 at DTLR immediately after her purchase.
A charge of $515.90 to purchase two $250 cash cards plus processing fees at Walgreens at 11:23 A.M. A charge of $339.00 at Speedway at 11:27 A.M. An unsuccessful charge of $254.95 at Speedway around the same time. An unsuccessful charge at Holiday at 11:30 A.M. A review of surveillance video from DTLR showed TSF making her purchase but neglecting to remove her credit card from the machine. The suspect came up to the register, removed the credit card from the machine, then presented the same credit card to complete her purchase.
Police recovered video of the suspect making a purchase with TSF’s credit card at Walgreens. The suspect was also captured on video driving a white Lincoln sedan at Holiday. The investigator sent an ebrief to law enforcement agencies along with a photograph of the suspect. An investigator from the Hennepin County Sheriff’s Office recognized the suspect as ROLANDA NATASHA LOTT – [DOB REDACTED]. The investigator compared surveillance video to a known photograph of LOTT and confirmed the suspect using TSF’s credit card without her consent was LOTT. In addition, the investigator discovered that LOTT has a white Lincoln sedan registered in her name.
Attempts to contact LOTT were unsuccessful.
