On October 4, 2025, Champlin Police Officers were dispatched to a business, located in Champlin, Hennepin County, Minnesota, on a disturbance call. Upon arrival, officers found the suspect vehicle driving along the shoulder of Highway 169, just north of 109th Avenue in Champlin. Officers got behind the vehicle and activated their squad car’s emergency lights but the driver of the vehicle, later identified as SARAH BETH UNDERWOOD, the defendant herein, failed to stop. Each time officers attempted to approach the defendant’s vehicle, she would slowly drive forward and would refuse to open the door or lower her window.
The defendant continued to drive along 169 before turning onto 114th Avenue. Officers observed the defendant make turns without signaling and again activated their lights in an attempt to stop the defendant. The defendant again did not stop but jumped a curb and continued driving into the Cub Foods parking lot and eventually into a Walgreens parking lot. While the defendant was driving at a slow speed, she failed to stop. Officers eventually had to use stop sticks to get the defendant to stop her vehicle.
When officers approached, she refused to exit the vehicle or open the door. Officers had to take steps to try to force the door open before the defendant finally exited the vehicle. The defendant was placed under arrest at that time. The defendant is not in custody.
