On November 17, 2025 at approximately 2120 hours Corporal Matti responded to Ag Partners in the City of Stewartville, Minnesota regarding suspicious activity. Complainant stated that he was at the exterior door of the liquid fertilizer storage building and there was a company vehicle, red pick-up with MN plate EKU428 parked by the building near him. Complainant knew that the key for the vehicle was either missing or stolen. Complainant then observed the vehicle headlights activate as if the key fob was pressed to unlock it.
He stepped towards the gravel parking lot area and observed a vehicle headlights coming towards him. A red pick-up with City of Le Roy on the passenger door drove past him, made an accelerated u-turn, and then left the area. He observed an amber light on the roof of the pick-up. He believed that the driver had two dark colored jackets and a hood pulled up. It appeared that the driver was attempting to conceal their identity. At approximately 2023 hours Deputy Heeren located the suspect red pick-up with City of Le Roy traveling southbound on Main Street approaching 6th Street in the City of Stewartville, Minnesota.
The pick up bore MN plate 909687. Deputy Heeren attempted to stop the vehicle but it fled from him southbound on Hwy. 63, and the pursuit was terminated near Racine, Minnesota. The driver was unknown at the time, but ultimately identified as ANDREW CARL LEFF, [DOB redacted]. The truck was later found abandoned in a hay field. Leff was later located and arrested on November 19, 2025 in the City of Le Roy, Minnesota and admitted to fleeing from the deputy from Stewartville on November 17, 2025 in the red pick-up with MN 909687 he had stolen from the City of Le Roy shop.
Leff also admitted to stealing the white Chevrolet Malibu that had fled from Deputy Streed the same night, and stated he later ditched it but could not remember where. Leff was found to be in possession of several sets of keys at that time as well as a radio. On November 18, 2025 Corporal Matti met with complainant at the Ag Partners office to review video surveillance, and learned that the Ag Partners truck with MN plate EKU428 had been stolen on November 16, 2025 and later returned on November 17, 2025 based upon surveillance video.
Corporal Matti viewed the video with complainant and observed that on November 16, 2025 at approximately 1824 hours an individual walked through the facility. The person appeared to be wearing a black jacket with a hood carrying something in their right arm and wearing a lighter colored backpack. The person approached three white pick-ups and pulled on the door handles. The person was unsuccessful in opening the door and continued walking south out of sight of the camera. They then observed a vehicle horn to honk 5 times and heard a squeaking sound like that of a door opening.
